Can anybody explain Progressive-PAL please?

I realise this isn't the perfect forum for this question, but am hoping
that the techies who frequent it might be able to help.
I have seen the term "Progressive-PAL" on the specs of a lot of new
equipment, and am wondering what that is. I fully understand the
concepts of progressive and interlaced, but am curious about the "-PAL"
suffix. Does the relevant equipment give out a sequential 625-line
signal at 25fps, with the same 15625 Hz line frequency, and colour
encoded with the usual 4.43MHz subcarrier? In the equipment I have seen
this (DVD players mainly), I am surprised they would recode the signal
to PAL, and not just stay in the component domain. Having failed to
find any details on my web search, I am hoping someone here might have
definitive details.
