Consequences of not lifting the ball after holing out?



Hi all,

which are the official consequences if a player is too lazy to pick his
ball out of the hole before the next player hits his ball?

Some players on the green said "one stroke penalty" while others said it's
only rudeness. Now I asked my pro and he said "Sure, a penalty, according
to some decision", but he didn't know the number.

Of course I'm aware that a ball (or more) in the hole will raise the
probability of the next ball to bounce out of the hole and thus failing to
be holed out. Therefore, I do not hesitate to take my ball out of the hole.

Alas, I didn't find any statement in the RoG or in the decisions.

Any hints?
