Well, quite. Everything is affected by the environs that influence it. Could
you get an accurate survery of 'unprocessed' skin tone where everyone had
access to exactly the same amount and intensity of sunlight etc. Because of
the variable factors, these things are impossible by definition to quantify
in an 'unprocessed' way.

Penis lengthening is a big part of the society, and that will be reflected
in the average size. Like the average height in cultures where people put
rings around their necks to make themselves taller in a freaky way. Or when
they used to bind up womens feet and make them all deformed'n'curly'n'***.

Just the opposite, in fact. Obviously the penis will appear thinner while
you've actually got weights hanging from it, but once it returns to it's
undistorted state, the effect is to expand the overall capacity of the blood
vessels.

Because the corpsicles (or whatever they're called) are fairly uniformly
even in dimensions, any expansion in their capacity to hold blood will
result in increased girth as well as length.

That said, by all accounts it takes a /lot/ of work over several years to
achieve noticable gains, hence my still having a small Ben Penis.
