Anyone know how to contact paypal without going through their

I have been trying to pay for an item I bought on ebay a week agp and
the transaction keeps getting "Canclled" at the end
I have contacted both the credit card company and the retailer and
neither know of any reason
why this is happening
I tried reregistering but that didnt work either
Anyone know away of explainging the problem to paypal without their
*** system
which does everything but explain to them whats up !!!

i should have mentioned that the "proper number after the prefix is 001-402-935-2050
and *NOT just "1" as on website
