No, I'm not. 20 seconds on google reveals:

when searching for a home. In the audit, trained pairs of individuals—one

intervals to pose as home seekers. When the treatment of these individuals
was compared, it was found that blacks and Hispanics were more likely than

So you have something in a different country from 17 years ago.  How does
that relate to local councils in England & Wales?

Do you think human nature does not span across the Atlantic? Have racial attitudes changes very much since the late 80s? They've improved I think, but not to that extend. Where are talking about more than half of black and hispanic homebuyers experiencing blatant discrimination. Anyway, it was the first link that came up when I googled, so I used it. If you want a more relevant and recent link, it won't take you long to find one yourself.
