Not sure if it's been mentioned but I've heard that police used 'low
velocity' bullets (never heard of such a thing before) to ensure that the
bullet doesn't pass through their target and then hit someone else too. For
this reason, they need to use more than one bullet.
Also, that they aim for the head to make sure that they don't shoot some
explosives strapped to someone's chest. I've not heard anything about him
being held down and then shot.
