[WR] Feb double figure temps

The temperature today has reached 10.8C making it the 12th consecutive day
this month where maximum temperatures have reached double figures.

In total 22 days this February have reached a maximum >10C, and the ones
that didn't were very close. This compares to Feb 2007 when 16 days had a
max temp >10C.
