Presumably ordinary daylight, even on a dull winter day, will be
sufficient to keep them topped up?

Solar power is least available when most needed seasonally, diurnally,
and by weather regime.

What's the betting they'll fade during a dull winter spell when
much of any low angle sun will be blocked by trees, buildings etc.
There are rumoured to be hills in parts of the UK also I gather.

Given that my cheap garden lights fail to operate on some winter
evenings after a dull day you may have a point.

PS with no "bumpy feeling of running over" motorists only
behave themselves when something's gonna hit them,
eg bollards or kirbs.

If they do not protrude above the road surface we will be denied the
audible feedback essential to staying on the road during thick fog!
