I don't think that it can. However that's not really the problem,
since
at the top is where you want the cursor initially if you're going to
proceed as I've suggested. A few lines of comment following 200 lines
of unsnipped quoted material is even worse that a few lines of comment
preceding 200 lines of quoted material.

The real trouble with OE is that it will insist on sticking the "sig"
at the top of the post, rather than at the bottom where it belongs,
necessitating a cut and paste operation to put it in the right place.
(But cupra's suggestion of using Quotefix may help.)

Yes, Quotefix puts the cursor at the top and the sig at the bottom,
which is exactly where I want them.
