Just to follow up on Graeme's reply..

The current situation (AFAIK) is that early warnings are issued when the
event is expected to cause disruption over densely populated areas. Flash
warnings are issued nearer the event "when fixed weather thresholds are met"
regardless of location.

Worth noting that the national severe weather warning service (NSWS) is
under going some fairly close scrutiny at the moment and the above many
change in the future.
