Eyepiece quality

I borrowed a 60mm refractor at the weekend as the start point for my quest
to buy a scope -done 8 months 'training' with bins! The scope is a
Skywatcher 609 and had a 20mm eyepice with no obvious branding so it was
probably shopped with the budget scope.
I noticed that there was only a small portion of the centre of the eyepiece
where the image was stable and in focus. If I wasn;t looking directly in
the centre then it sort of went all blurred and I had to move my head around
(albeit slightly) to get the best view.
I read that there are quality eyepieces and crappy eyepieces - is this a
symptom of a crappy eyepiece or would this generally happen on many scopes.
Maybe its just one of those things that I may get used to with experience?
I haven;t decided on which make or model of scope to buy yet but I think it
will be a compact reflector for storage and portability reasons.
