I don't buy b) myself. I think it's more of a social control device, to be
used when the Terrorism act won't allow them to lock up anyone who makes
too much of a nusiance of themselves, but hey, I'm a cynic ;-)
Colour me cynical as well.
There seems to be few controls on what can be done under existing mental
health provisions, the proposed extensions have too many echoes of
totalitarian regimes.
Even heretics weren't punished for what they might think or do but for what
they did.
