Nah, that's not true. You can do a shoddy webcomic that preys on the
insecurities of a target audience then put an appeal for cash while
promising months and months of filler art but never actually posting
anything even the filler art.
Who did that? It might be legal, but sounds very unethical (obtaining
money by false promises?). And it's more like begging than earning.
