Indeed, financing the enforcement function as well because I'm unconvinced that it's appropriate to be collecting taxes at gunpoint!

Taxes everywhere and at all times have been collected at gunpoint, or swordpoint. I'd scrap all taxation on personal income and then fire all the civil servants no longer needed to collect it.

So given that you've already stated that you wouldn't disband the entirety of government, just the bits you don't like, how are you planning on funding it? Taking MoD alone that's nearly 350000 people, about 200,000 uniformed and the rest civil service. I'll acknowledge you could get rid of a chunk of the CS, probably about 25% without impacting on capability delivery, but the rest need paid, equipped, trained, fed and watered and that includes the CS currently on operations. So how are you planning on doing it, given that the above is content free.
