Indeed, financing the enforcement function as well because I'm unconvinced that it's appropriate to be collecting taxes at gunpoint!

Taxes everywhere and at all times have been collected at gunpoint, or swordpoint. I'd scrap all taxation on personal income and then fire all the civil servants no longer needed to collect it.
