Everything you say sounds reasonable. (except, IMO I have acceptable toilet
hygiene and am not Muslim :) )
The women's toilets are already provided with bins. - one or two could be
provided in the male toilets.
The disabled toilet has a bin - this is slightly inconvenient as it is on
the ground floor.
Toilet covers could also be provided - but surely a bin would also need to
be provided
These were the ideas we came up with after discussing it between ourselves
but some argued "you cannot prevent anyone practicing their religion"
Another difficult area would be, if facilities are not prepared to provide
bins: How would we advise him as a non Muslim, that this is not part of
Muslim belief?
Do you have any links to scripture or Koran verses (spelling?) that would
suggest this?
This could be a very delicate situation
