It depends on whether you regard the "believeth not" as an active or a
passive believing not. I would regard it as active - ie. the unbeliever
has actively rejected Christ. The passive unbeliever - someone who has
never heard of Christ - is not addressed by the verse.

So in fact missionizing can have the effect of sending more people to hell, as it gives more people a chance to reject the gospel. That's certainly an interesting perspective!
