You're getting there.

The law is the law for the nation of Israel. Gentiles outside that state are ruled by the laws of the nation where they live. (Phil boasts of not being under the law, but if he drives at 45mph in a 30mph zone, he will quickly discover that he is, in fact, under the law. Of course, he may argue that as a Christian, the law is written on his heart and so he wouldn't dream of doing 45 in a 30. I could accept that.)
