Because it's not the desire, but the action, that is the most
important factor.

communicated to (some of you) humans, for the dichotomy?

There are a variety of reasons, most of which have been communicated.

What if, just as one cannot (I suppose) choose what one desires, one
cannot choose to control ones response to the desiring?

Then you are ill, and to be pitied rather than condemned. Even so, the
knowledge that you cannot control your actions in a certain respect is
a good reason to take precautions. For example, everyone has the
desire to urinate, but urinating on a bus is not the kind of desire
that should be acted on. It is not, however, a sin to be incontinent,
but someone who knows that they are incontinent is best advised to
take suitable prepcautions in order to minimise the risk of an
unpleasant outcome while travelling on a bus.

The reason for the parenthetical words is that, just as taste can be
cultivated, it may be that desire can be too. I'm not sure.
