Hmmmm. Among the Welsh chapels it is common to tell people how much they
must give; each member is supposed to be willing to support the expenses of
the chapel, so there is an annual contribution. I don't know enough to say
whether the contribution is based on the person's income, but from what I
have seen it is certainly considerably less than 2%-3% of the average income
in the UK.
An offering is taken up during the service in addition to this contribution.
