I can't tell you how often I've seen photocopied music used by choirs
and organists in church!

On the other hand, getting small scale permission is difficult and
inconvenient. When I was in teaching many years ago now, we used to
photocopy textbooks ad nauseam as there were never enough to go round
the class. I raised the copyright issue with the reprographics
department in the school and they said that in order to get "written
permission" we would have to plan our lessons 6 months in advance and
know how many students would be at the lesson that day.

None of the staff wanted to be dishonest (after all the local
authority would pay) but there was no quick and easy way to get
instant permission. Instead of laying down the law, perhaps the
copyright owners would do better to make permission easier to get by
using, say, vouchers purchasable in the Post Office over the counter.
