Yes some Islamic governments have make payment of Zakat enforceable.
The argument is that the extra money collected will be used t help the

Though you can't say British taxes are not enforced. My father got
court proceeding letters for forgetting to pay his taxes.
However you are not forthcoming in admitting Islamic taxes are fair
and any religious contributions made by Christians to there religion
is of there own choice.

If your take out religious contributions just as I have done in the
British taxes you would find It is fair.

was created in 1948. The Arab land was snatched away from them. The
response may be harsh but it is as a result of the Israeli
occupation.

I think you are suffering from misinformation here. The Israeli Antiquities
Authority has dug *outside* the Haram on the south and west. Digging
*inside* the Haram (which may have gone under the al-Aqsa mosque) was
carried out by the Waqf, the Muslim authority in charge of the Haram
ash-Sharif. In the opinion of archaeologists, Jewish and non-Jewish, the
action of the Waqf was pure vandalism. Irreplaceable archaeological evidence
has been wantonly destroyed.

He was trained by the CIA as part of the endeavour to help the Afghans drive

I didn't say that punishment came into place after oil was discovered;
it's an Islamic punishment full stop.
Just like the bible recommends punishment for Adultery to be stoned to
death.
Actually, I personally don't object to adulterers being stoned or otherwise
dealt with. I do have very grave doubts about the justice of Islamic courts,
though. Far too often it is the woman who is punished while the man gets
away without punishment. So long as a woman's testimony is worth less than
that of a man I will continue to hold such doubts.
Like I said before there is a big diffrence between the actual law and
the people that apply it.

No, I am saying that the command was part of a civil law, not a religious law.

Exactly. That is why Christians do not follow the civil laws given to Israel.

No, I am not saying it was wrong; I am saying it was a different sort of law
for a different situation, for the situation where the people of God were a
nation.
My interpretation is that is was the law full stop.
God would not make such a law that would only apply inside the holy
state.
In essence then if you want to commit that evil you just need to
travel outside the holy state and do as you please.
But also agree it was also a state law; because the Jews couldn't
really apply there law in states that weren't Jewish, in those other
states they would require adhering to the law of that state.
