Two things:
1. He was speaking in the context of a concert including several new
classical-style works. The comment needs to be taken in that context: had
he said the same thing in he context of a liturgy in which guitars etc were
being used it might carry different overtones. The press, as always, can't
cope with context or any sort of subtlety of expression, but that says more
about their abilities, agendas and morals than anyone else's!
It depends upon who was speaking at the time was if Ratzinger or the
Pope? That is is he speaking only for himself or in his official role?
The press even though they probably know the different wouldn't want to
give up their good story. For those who only read the Torygrabble report
such a fine distinction will be lost.
2. I don't think he actually has the authority to define how all RC sung
worship can be conducted - unless he were to go so far as to define certain
musical styles as morally wrong, and he's certainly not saying anything
like that here!
Not being a Catholic I don't know whether his authority extends that far.
Some will think it does not even considering this was Ratzinger himself
speaking. As an outsider it looks as if modernising reforms of the Second
Vatican Council are being eroded.
The liturgical rules in the CofE's Book of Common Prayer or Common Worship
are specific about who can or can't say particular forms of words even to
the point of restricting things that scripture allows all to say. Though
neither BCP nor CW appear to mandate the mode of sung worship.
