In reality, as I think someone else said, I think many who formally
believe in the bad news of hell actually modify that belief in their
own minds; because they are basically good people and they do believe
in an incredibly loving God.

Isn't this because that's how they would like him to be rather than
how he is portrayed in the Bible?

No. There are varied presentations in the Bible; which is why you have
to study the context and culture, and then make up your own mind in the
light of the Christian experience and your own reason.

But too many of those who think they are
witnessing for such a God are, in fact, presenting a fearsome and
brutal picture.

But they can only honestly present what has been written about him;
all else is conjecture.

In a sense it is all conjecture; that is, it is human interpretation of
our experience. But that is what makes the bible so grand and vital; it
is no mere manual dictated to dummies but the result of lived human
lives, with their disasters and their joys. "All human life is there"
is a better claim for the Bible than it ever was for the "News of the
World"!
