Can you use talc for building? These stone blocks are definitely being used
for building. The structures I saw under construction included a couple of
walls and what appeared to be a one-roomed, single-story house or possibly
annex to a house.

Unlikely to be asbestos I would have thought, if it is white, soft and
disintegrates to powder. Asbestos produces threads and needles rather
than powder - see photo here
I'll check the pictures out and compare it with what I have. It felt
"gritty", so I would think asbestos-y more than talc-y.
