Canon 844 tells us that administration of any sacrament is *licit* only to
members of the RCC (with the obvious proviso about baptism!) but may may be
administered to other Christians in danger of death or in virtue of some
other grave necessity (under the judgement of the diocesan bishop), if the
proper intention is manifest.

I must admit (although not being a priest, and therefore unable to give absolution as defined by the RCC), I have on several occasions, 'heard someone's (non-RCs) confession' and given them the assurance that their sins are forgiven. They all seemed grateful.

It's a pity that the practice is so limited outside the RC & Orthodox. I do know some Anglican vicars who offer it.
