I do wonder how Ken envisages applying law except in a legalistic way,
but never mind.

I thought it was a deserted industrial estate? "driving at 36 mph in
an industrial zone which is not used on a Saturday evening".

As previously stated, I expect that's why they want you to go on a
course - to explain that a driver has an obligation to drive safely
AND to obey speed limits. The two are not normally incompatible (in
my experience). On the vanishingly rare occasions they are, one can
presumably try and convince the courts of that.

I wonder if the course will touch on the issue of ignoring road
markings other than at junctions. I think that's actually
symptomatic of one of the most dangerous attitudes of motorists -
the assumption that only the expected will happen, and consequently
simply 'tuning out' anything that they don't expect. It explains a
lot of 'smidsy' type incidents.
