Note also that all tropical storms are named; only some of which go on
to become full fledged hurricanes and only some of which hit land.
Philippe is wandering around the Atlantic going nowhere not very
fast.

The good news for New Orleans in the latest weather service release
is

ANY TROPICAL STORM FORCE WINDS IN THE NEW ORLEANS AREA ARE EXPECTED
TO BE CONFINED TO A FEW SQUALLS ASSOCIATED WITH QUICKLY MOVING
RAINBANDS.

Texas unfortunately is another matter.
