I read the threads with interest and would suggest that the system is
virtually
unenforceable, not worth the effort of attempting to enforce and is the
governments way
of sticking two fingers up to the EU legislators. The less fuss boaters
make, the quicker
it will all be forgotten and eventually everyone will end up declaring a
70/30 or 80/20
split ( in favour of heating ) so everyone benefits a bit.

I agree entirely and have always thought that if the government was
serious about this then they would have introduced a (pardon the pun)
watertight system. The system as proposed is clearly unworkable and I
think that so long as boaters make some sort of declaration other than
0% then nobody will be bothered.
As an example of the com[plexity of this issue I do not have gas on my
boat and use battery power/inverter for cooking etc. So when I am
cruising I am using a considerable amount of HP to charge my
batteries. I estimate that 50% of the power produced by the engine is
going into battery charging in the early part of a day's cruising. So
that coupled with using diesel for heating means that I could
legitimately claim a 40/60 split in my opinion. Do you think I could
ever find an HMRC with enough engineering expertise to understand the
argument? I doubt it!

I'd suggest lobbying your MP its clear an mess they have created and they need to resolve.............

If enough MP put pressure on Mr Brown he would do something
