The hasp and staple system is definately "second class "security.
Riser with "plumbers" female stop end cap. Drill and tap side of cap to
accept a (say) M6 security screw. Fit cap, mark through hole and drill
larger hole in riser. screw in security screw and carry a suitable
security bit.
"Flush" fitting. Fit a hasp and staple across the top but seal the holes
you will have to tap into the tank for the securing screws to water can
not leak in.
Either will probably come in at less than £5 - says he with two elbows in
the filler pipe between cap and tank, plus about an 18" near horizontal
run!
Grinders and croppers are all readily available to the tooled up thief.

If anyone is so worried about diesel theft from and "average" narrowboat
holding perhaps 100 litres they are going to try to protect against power
and more specialist tools then I am afraid they are in for a very expensive
time.
Make the filler 100% secure (not that there is such a thing) and the
determined thief who is well equipped will simply drill the top of the tank.
Make that undrillable and they will drill the hull. Make that undrillable
and they will smash their way into the boat and drill from the inside or cut
the supply pipe.
Even the filler shown in the link I suspect can be overcome with a few good
blows with a hammer and chisel.
There are anti-siphon devices that can be fitted into filler pipes but
typical narrowboat pipes are too short.
In my view the idea should be to make things difficult enough for the casual
thief so they look for easier pickings.
Ina few years time I can see people cursing their lockable filler caps
because they have seized up and are a sod to remove. Is a balance between
the threat and expenditure.
