Don't you think there is a differentiation though?
To me, Wear & Tear implies normal use as opposed to damage caused
by misuse - bumping/ramming into gates; dropping paddles instead
of winding them down; lifting gates off their sockets by getting
the bow caught as water rises; etc.
Well..... yeah... I thought that was the point I was making. To (not)
answer your original question, it is a very grey area trying to define
'normal' wear and tear.
As Neil rightly hints, during the days of working boats 'wear and
tear' would certainly be worse than now, not only because of the
amount of passing traffic, but also because of the way working boaters
used (or abused) the locks. However in those days things would have
been fixed a lot quicker. There would have been a certain amount of
preventative maintenance going on as on-ground staff levels were
sensibly much higher, and staff knew their lengths.
Then again, more obvious 'damage' is done now by crews who haven't a
clue what they're doing. Although this is pretty devastating when it
happens, I think it is rarer.
In my 1300 miles of cruising last year, I would say nearly all the
problems in locks that I came across were due to lack of adequate and
timely maintenance, obviously made worse by the lack of regular
inspections and the lack of skilled lengthsmen, all due to
underfunding.
