From what I recall the added income from boat-diesel is expected
to be around £7-8 million - if that is correct it just
happens to match the amount that Defra cut from the amount that
BW was supposed to receive as grant-in-aid last year. (£62.5 v
£55 million)

As I said above, in the scheme of taxation and duty, mere chicken feed. You
are referring to the DEFRA situation, which amounted to an app 12% cut - a
totally different argument.
HMRC are a totally different governent department, £8m amounts to something
a great deal way less than 1% of their total 'revenue' - as I said mere
chicken feed.
