My memory of it's a bit different from yours. I thought that "community
charge" was the official name for what its opponents called "poll tax", and
the banding-based system that replaced is is called "council tax".

Yes, I just checked on wikipedia and you're right as far as I can see.

Community charge was known popularly known as the "poll tax".
Evidently, I didn't recall correctly! :) but thanks for the
correction. So in the above, you should substitute 'community charge'
for 'council tax'. The underlying point I make then still stands.
I do wish these media types would stop inventing names to replace
perfectly adequate government labels. What Sir Humphrey Appleby would
make of it, I am not sure.
