No - the BSS specifically requires the drain to be no more than 1" from
the
bottom of the locker, and above the water line, but you are allowed to
raise
the effective height of the locker floor using an 'LPG resistant
material' -
unfortunately this material is not defined...
Standard trick was to fill the locker with water to the level of the
drain. Not sure whether this would be acceptable today, but maybe
that's their 'lpg resistant material' but they didn't like to say so

Many older boats had a slotted drain to above the normal water line
though,
and allowed the bottom of the locker to be free flooding , to deal with
this
problem, which doesn't seem a very good solution to me...
It works well, but it means that the lower part of the locker becomes
in effect part of the boat hull, and so need to be looked after rather
than (as so often) just left to rust.

I had this problem and cemented a big ceramic tile into the bottom of my
locker. Accepted without question.
