The best thing I could think of was to designate the whole system as a
National Park which would be effective in protecting the canal
landscape from unsuitable development. The only problem is the adding
of yet another layer of bureaucracy which none of us like, but
probably worth it if we wish to preserve these canals from being just
water throughways between housing developments, shopping malls, office
blocks and hotels etc. Which is happening!

Put a national park type body in, and I would lay odds that all structural
repairs will have to go through so many oversight committees that any
failure of a structure will lead to 2 year long closures.
