Wind a few turns of wire round a reed switch, using two strands of wire, soparellel with the bulb? Bulb fails = LED comes on.
But if bulb doesn't fail, LED still comes on?

that you have two windings, each enough to operate the switch with the
current a nav light takes. Connect one winding in series with each (port and
starboard) nav light, but connect them in opposition. If both lights are
working, the switch won't operate, but if one fails, it will. Do the same
with the stern and masthead lights, connect the two switches in parallel,
and use them to switch a warning light. You might be able to do it with one
switch with four windings, but I doubt it.
