The problem is that you need a reasonable gradient.

The Llangollen was designed with that (small) gradient, and indeed
anyone navigating it will testify as to the difficulty navigating it
upstream through tunnels and at lock approaches.

IIRC, BW said that using any canal for water transfer would require
various alterations to the channel, e.g. widening it under the towpath
through bridges so that the flow through bridgeholes would not become
obstreperoous, to avoid impeding navigation.

The other problem is that a north-south transfer will often need
an uphill section, and thus will require pumping. A pipe needs a pump
also but not always, as a siphon effect enables small rises to be overcome.
The Elan Valley-Birmingham pipeline goes up and over the Staffs & Worcs
perfectly happily using this principle.

BW already has lock-bypass pumps (the "Northern Engines") able to lift
water from the pound which crosses the Great Ouse (and maybe even from
the GO for all I know) right up to the Tring summit (via the Tring
reservoirs), and similar IIRC from the Avon at Warwick to Braunston
summit (and from there to the Leicester summit). And to Napton
summit, I think.
