Ah, but it doesn't go without saying.

There is a suggestion that people should be brought in on the ground to
speed passage through certain congested bits of the system.

If we are to compare them with the lockies that are already in place, it
DOES need saying that their objectives will be different.

No, I don't think so. I'm simply looking after my interests.

My interests involve looking after my boat. Their interests involve
compromising on that in order to get me through the lock 30 seconds faster.

Again, getting boats through as fast as possible isn't in their job
description.
