Water shortage?

At Marsworth bottom lock there are notices on the bottom gate paddles
mentioning the dry summer and the need to conserve water by sharing
locks etc.
>>From our observations over the bank holiday weekend and today, at least
30% of the boats coming through haven't read the notice, or are
deliberately traveling single.
Infact today, four boats travelled up singly, right behind one
another!.
Since three of them have stopped in the first pound the level is now
well down, but i'm sure the levels will equalise themselves during this
afternoon as there always seems to be water running running through the
by-washes.
If there is a water shortage, or the possibility of one, surely BW
should put up a few more obviouse notices
