Yes. You won't get a BSC with it in that state. And, as a quite
separate issue, it would be illegal, rather than merely undesirable,
to pump bilges containing oil into the canal, filter or no filter. The
only thing you can do is to pump into a drum and dispose of the
contents at an authorised waste site. Then get a drip tray fitted.
