I could, in theory. It shows a local road that has been undergoing
construction for 18 months now, in a very early state. Google shows
only fields.

In may area - the Swansea Valley there were river works - the
construction of a causeway to allow heavy vehicles to cross the river.
I have a photo of the first day or two of the construction dated 10 may
2007. This is show on Google Earth when the causeway was only half way
across the river - about two days work.
So, I think I can safely say the update to Google was on 8 May 2007.
