local alterations emporium.

Tried that but they don't have elastic tape with a fibre covering like
that used for head torches. They have knicker elastic, etc. only. I
can't think of another item that uses elastic tape like that on head
torches.

My Draper head torch uses standard 1" flat elastic, as far as I can tell, although most shops won't sell it in blue .. you can usually have white, or cream, or whatever. Bit wide for knickers, but used for the elastic waistband on PJs etc.
