From all reports I have read and heard that would appear to be the
case.

not for SAR.

Do the French charge for S&R?
I believe that in some circumstances they do. I think the local
community can charge if the order a SAR but in some circumstances the
government do it for free. It is presently under review.
Surprisingly(?) the US do not appear to do so.
They'll probably add it to the hospital charges.
Is there not an international agreement relating to marine S&R?
Obviously the Swiss would have no immediate interest in this...

I see that you explictly
mention sailing in your original post, but you seem to be steering clear
or discussing it on relevant groups. Why? Just interested...
Haven't the time to answer countless posts from those who don't want
to pay. And in sailing there would probably be a way of slightly
increasing their insurance to pay for SAR.
The way I see it is that it isn't necessarily "those who don't want to
pay" - more like those that have not seen a sufficiently strong case in
support of a change.
The strong case is the use of costly helicopters.
