you 'capture' dv footage using a dv preset.

only slightly , you capture as ntsc dv , using the preset for that.

Best to keep dv in native format until you have finished editing.

get the dvd software to create a 16:9 project , and it should handle
the 4:3 to the best of it's abilities.
personally i wouldn't mix 4:3 and 16:9 in same dvd
