Reading primary and secondary legislation is not recommended
for amateurs. Case law - how the courts have interpreted
it - and policy and practice are as important as the
legislation in many cases. So is court and police procedure.
Your best bet is finding a copy of the numerous
annually-updated 'lawyer's handbooks' that cover police
matters. You might find these at a good public library but,
to be honest, buying one is the quickest option. You may
find it cheaper to hire a lawyer, mind.
