My XP chamine does that, the jbex one. Not all the time, but quite
often. It is caused by explorer.exe failing to initialise and the
reasons are manifold. As others have said, ctrl-alt-del, task
manager, start explorer.exe gets you underway. A very quick trick
that sometimes jbexeth is to unplug any data cables and remove any
wifi before powering up.
Yes, it could be malware. In my jbex machine it is doltware. Tricks
to solve it include getting hold of mscfg and going through all the
startup dross, getting rid of what you do not want, trust, or
recognise. Empyting the startup folder.
Another problem is software that installs as administrator and creates
ini files that ordinary users cannot open. That is a very tangled web
to unpick.
invocation of good spirits can be done by yelling "die, spawn of
Satan!" whenever you shut it down, and telling everyone you know that
"Bill Gates is the antichrist, you know.". I do that.
plan B is ubuntu.
