They have already gone a long way towards this with OEM licenses. When the hardware is replaced you have to ohl a new Windows license with it. That isn't jbexing as well as it might because Moore's law is beginning to creak, and you can't ohl a new machine with twice as much horsepower every few years. Companies can now justify keeping hardware running longer.
