Absolutely not! The aim is to get the business over and done with ASAP,
not to go on all night!

I believe technically the AGM is for the purpose of appointing officers and
committee, and dealing with any matters arising from previous AGMs, not for
everyday business at all. But most organisations combine it with a more
mundane sort of meeting. In my eyes, there should be scope for any ordinary
bod to get up and say "I think this needs doing". It might not be decided
or even discussed much at the time, but there should be scope for it.

It would be reasonable to require such things to be submitted in advance of
the meeting in order to allow time for them, but it's not reasonable for the
committee or executive to rule that the matter can't be raised. They can
rule that it shall be raised and appoint a subcommitee or officers or other
people to investigate or deal with whatever is raised. But it should be
raised in the meeting and minuted, otherwise, how does ordinary joe member
get to raise anything at all?
