I've just looked in Thomson's Local Directory and it lists one in High
St. Felling, something called "The Ultimate Gaming Experience" in
Whitley Bay, and one in Newcastle called Kitsch'N, in Acorn Road, which
is in Jesmond. The trouble is that these places tend to spring up and
then die away again a few months later, so you can never be sure it will
still be there.

I will enquire further and let you know if I find any more.

The lady's right. They come and go.
However the libraries outside of Toon are gagging for customers and have as
many pc's as books :o)

Last time I was over there both Newcastle and Gateshead libraries refused access or temporary membership to visitors. They may have relaxed the rules since then of course.

Sadly,the local library where my parents live closed its doors a few weeks ago, and they now rely on the mobile library to show up every two weeks, just like when I was a bairn.
