Well, I'm only quoting PADI as that's what in their EFR and Rescue course material. I'm pretty sure they get their oxygen recommendations from DAN - certainly their EANx course is based on DAN's recommendations.
Interesting. To the best of my knowledge, DAN isn't a dive training agency. NOAA set most of the standards for nitrox and each of the agencies modified them to suit their particular purpose. PADI was one of the last to accept nitrox as a viable recreational gas.
Well, digging out the PADI Nitrox course book... apparently its based on recommendations from the DAN Nitrox Workshop which was held in Nov 2000 with representatives from many of the dive organisations. Under the chairmanship of Michael A. Lang from the USA Smithsonian Institute apparently (whoever he is).
